How to Testify at a City Council Hearing
City Council hearings are a great way to share your voice on important issues. Here’s a step-by-step guide to ensure you’re prepared to testify effectively.

Before the Hearing: How to Sign Up
Register to Testify
Sign up at least one day before the hearing, whether you plan to testify in person or remotely (via phone or Zoom).
Specify your attendance method (in-person or virtual) during registration.

Request Accommodations
For accessibility needs, email EEOOfficer@council.nyc.gov or call (212) 788-6936 at least three business days before the hearing.
For translation services, email translationservice@council.nyc.gov at least three business days in advance.
Prepare Written Testimony
Write down what you think, what legislation you support and oppose, and what you want the City Council to do. See below for more information about how to structure your testimony.
Even if you’re testifying in person, you should also e-mail your written testimony to testimony@council.nyc.gov or submit it through the Council's website. You can submit written testimony up to 72 hours after the hearing concludes, with no prior registration required.
Please note: written testimony can be longer than the 2-minute limit for in-person speakers
On the Day of the Hearing: What to Expect
Arrival Time & Location
Arrive early to account for security lines. The hearing takes place at New York City Hall, City Hall Park, New York, NY 10007, with the entrance near Centre Street. You’ll need to pass through metal detectors and may have your bag searched.
When It’s Your Turn to Speak
Your name will be called when it’s your turn to testify. The hearing typically begins with a discussion of the bill and expert testimony. Be prepared for a long wait, as hearings can last several hours. While food is not allowed on the chamber floor, feel free to bring snacks, water, or anything else you need to stay comfortable.
Time Limit
Each speaker has two minutes (with a countdown clock visible). Interpreters will be available upon request, and those using interpretation will get additional time.
Order of Speakers
The Chair will decide the order of speakers, so when you're called may not correspond with your registration time. In-person testimony is heard first, followed by remote speakers.
Hearings often start late, and there may be delays for internal discussions or questions from Council Members before public testimony begins. While waiting, show support for others with silent applause.
