Super Speeders Terrorize Queens Residents as Community Leaders Urge Senate Deputy Leader Michael Gianaris to Pass the Stop Super Speeders Bill

New research from Transportation Alternatives and Families for Safe Streets identifies where super speeders are putting Queens residents at risk. 

Community members delivered thousands of letters asking Senate Deputy Leader Michael Gianaris to advance a bill in Albany to put speed limiters on the cars of super speeders. 

Together, Queens’ top five super speeders got 643 speed safety camera tickets in 2024 alone, or a ticket every 14 hours.

In October, a super speeder with 80 tickets in two years killed 36-year-old Amanda Servedio in Astoria.

The Stop Super Speeders Bill introduced this session has 26 sponsors in the New York State Senate. Similar legislation recently passed in Virginia and Washington. 

QUEENS, NY – As a bill to stop super speeders continues to gain momentum in Albany, new research from Transportation Alternatives and Families for Safe Streets reveals a plague of reckless super speeders terrorizing people in Queens. 

This new data comes less than 8 months after a super speeder who had received 80 school zone speed camera and red light camera tickets in just two years struck and killed 36-year-old Amanda Servedio in Astoria, Queens. Today’s report on the top five super speeders in Queens comes a month after Transportation Alternatives analyzed the top ten worst super speeders in all five boroughs.

"The pickup truck that killed our daughter had racked up more than 80 speeding and red light tickets in the two years prior,” said Frank Servedio, the father of Amanda Servedio. “Why was that vehicle still allowed to go above the speed limit when we have access to simple technology that can prevent recidivist speeders from speeding? Albany can't wait another year to pass the Stop Super Speeders bill."

TA and FSS identified the top five super speeders in Queens — New Yorkers with the most school zone speed camera violations in Queens, each with over a hundred tickets in 2024 alone – and the locations where they most frequently endanger New Yorkers’ lives. 

Top-Line Findings

  1. Together, the top five super speeders in Queens received 643 school zone speeding tickets in 2024 alone, or a ticket every 14 hours. 

  2. Super speeders in Queens are terrorizing their own communities: the top five violators received 92% of their tickets in Queens. 

  3. The top five super speeders in Queens each received more than 100 school zone speeding tickets in 2024. In just the first four months of 2025, these repeat reckless drivers have already each received some two dozen school zone speeding tickets. 

  4. Queens’ top five super speeders have collectively paid $75,000 in fines on their vehicles and still owe nearly another $50,000.

Most vehicles that receive one or two school zone speeding tickets never receive another, but a small number of vehicles receive hundreds of tickets each year without slowing down. Super speeders tend to threaten their direct neighbors — with most receiving the vast majority of their tickets in a single borough. Fines are not a deterrent for these super speeders. 

Fortunately, new technology can physically prevent these vehicles from significantly exceeding the speed limit. Speed limiters use GPS technology to ensure the vehicle is traveling at a safe and legal speed. The Stop Super Speeders legislation proposed by State Senator Gounardes and Assembly Member Gallagher, would require speed limiters in vehicles that receive more than six school zone speed camera or red light camera tickets in a year, preventing these vehicles from driving more than 5 mph over the limit. Under this legislation, all five of Queens’ top super-speeders would receive mandatory speed limiters and would be prevented from future reckless speeding without restricting their access to their car. 

The drivers to whom this bill applies are especially dangerous and in need of intervention. License suspensions are not enough — 75% of drivers with suspended licenses drive anyway. Vehicles with 16 speeding violations are twice as likely to be involved in a crash that leads to a fatality or serious injury, and vehicles with 30 speeding violations are more than 50 times more likely. 

Speed limiters are an evidence-backed technology employed in the U.S. and around the world to prevent danger simply and easily. In the City of New York's municipal fleet, speed limiters have reduced speeding by 64% and hard brake events by 36%. Studies have found that speed limiters can reduce crash deaths by up to 56%.
