Where a Super Speeder Will Kill Next: New York’s Top 10 Most Reckless Drivers & Their Favorite Intersections

New research from Transportation Alternatives and Families for Safe Streets identifies the top ten most reckless drivers in New York and the locations where they most frequently endanger New Yorkers’ lives.

NEW YORK – After a “super speeder” with 29 red light and school zone speed camera tickets on her record sped through a red light in Midwood, Brooklyn last week, killing a mother and her two young daughters in the crosswalk, Transportation Alternatives investigated the New Yorkers with the most school zone speed camera tickets and the locations where they most frequently break the law. 

“These results point to a small population with a shocking pattern of recidivism, resistance to traditional deterrents, and disregard for human life,” said Transportation Alternatives Executive Director Ben Furnas. “Luckily, we have a solution that will keep New Yorkers safe: the Stop Super Speeders bill that would require speed limiters in the vehicles of the worst-of-the-worst repeat offenders. It’s time for Albany to pass this legislation now before the next deadly crash.” 

“School zone speed cameras have been shown to change the behavior of the vast majority of drivers, but a small group of reckless New Yorkers still drive like they’re above the law,” said Amber Adler, a member of Families for Safe Streets. “A few weeks ago, one of those drivers sped through a red light and killed a mother and her two young daughters, near my neighborhood in Brooklyn — a crash that could have been prevented if the New York State legislature had taken action on common sense legislation and passed the Stop Super Speeders bill last year. This report provides a road map to where we can predict the most reckless drivers will eventually kill someone unless Albany acts this session.”

TA identified the top 10 super speeders – New Yorkers with the most school zone speed camera violations in New York State, many with hundreds more than the average driver – and the locations where they most frequently endanger New Yorkers’ lives. These most reckless drivers frequent a single borough and recurrently terrorize the same locations. 

Transportation Alternatives Top-Line Findings

  1. In 2024, the top 10 super speeders in New York State each received an average of 323 school zone speed camera tickets, with the most reckless driver receiving 563 and the tenth most reckless driver receiving 160.

  2. There are more than 40,000 residences with children at home, 184 K-12 schools or childcare facilities, 6 hospitals or urgent care centers, 5 nursing homes, 21 public housing buildings, and 17 houses of worship within a half-mile of the 10 intersections where super speeders most frequently terrorize New Yorkers.

  3. The #1 top super speeder received more than 560 school zone speed camera tickets last year at least one every 16 hours including 70 at Ocean Parkway and Ocean Court, less than two miles away from the Midwood intersection where another super speeder killed a mother and her two young daughters. Already in 2025, the #1 super speeder has collected more than 165 school zone speed camera tickets — more than one a day.

  4. The top ten super speeders received an average of 36 tickets at a single intersection, with one super speeder receiving 70 tickets at the same intersection last year, and two others receiving 57 and 50 at their most frequented intersections.

  5. Fines are not enough for these super speeders. Of the top 10, three have paid off all or significant portions of all of their fines, ranging from $17,000-$45,000 each, a total of more than $108,000. The other seven have paid off little or none, and owe, on average, $28,000 each — a total of $200,000.

  6. 70% of the 10 super speeders are driving brand-new cars purchased in the past two years, and include a 2023 Audi A6 and 2022 Land Rover Range Rover. Vehicles with the majority of their fines unpaid include a 2020 Mercedes-Benz CLA-Class, a 2022 Chrysler Pacifica, and a 2023 Chevrolet Suburban.

  7. All of the top ten concentrate their speeding geographically, with an average of 88% of their speeding tickets occurring within a single borough.

Clear patterns of recidivism point to the need for a more aggressive and systemized approach to these super speeders. This session, the New York State legislature has a chance to pass the Stop Super Speeders bill (A2299 / S4045) — which would require drivers with repeat school zone speed camera violations to have a speed limiter installed on their car, automatically limiting their vehicle to within 5 mph of the speed limit of any given road. Similar bills were recently enacted in the District of Columbia and Virginia, and passed the state legislature in Georgia, under bipartisan leadership in statehouses far more politically divided than New York.

The drivers to whom this bill applies are especially dangerous and in need of intervention. Fines and license suspensions are not enough – 75% of drivers with suspended licenses drive anyway, including the driver in the fatal Midwood crash. Just 1.5% of the worst speeders are responsible for more than 20% of pedestrian fatalities in New York State. Vehicles with 16 speeding violations are twice as likely to be involved in a crash that leads to a fatality or serious injury, and vehicles with 30 speeding violations are more than fifty times more likely. Speed limiters are evidence-backed technology employed in the U.S. and around the world to simply and easily prevent the danger; in the City of New York's municipal fleet, speed limiters have reduced speeding by 64% and hard brake events by 36%. Studies have found that speed limiters can reduce crash deaths by up to 56%

Top Ten “Super Speeders” and the Locations Where They Most Often Terrorize New Yorkers

A closer look at New York’s most reckless drivers reveals a clear indication of who is most likely to kill or seriously injure someone with their car, and where they are most likely to do it. The top ten super speeders in New York State keep their recidivism local, committing most of their violations in a concentrated area.

Methodology

This report uses public data on school zone speed camera tickets published in the Parking Violations datasets by the New York City Department of Finance, broken down by fiscal year, and accessible via the How’s My Driving website. We identified the top speeders with New York State plates, including all vehicle types and license plate categories, and identified the boroughs and intersections where they received speeding tickets in 2024.
