Statement from Families for Safe Streets on Recent Reporting That Revealed a Top Super Speeder is an NYPD Officer and That Assembly Speaker Carl Heastie Is Stonewalling

Today, Streetsblog reported that an NYPD officer on Staten Island has racked up 180 tickets in 2025 alone. 

The Stop Super Speeders bill — legislation that would require speed limiter devices in vehicles that receive 16+ speed camera tickets in a year — was included in the governor and the State Senate’s preliminary budgets, but still needs to be included in the final state budget.

Earlier this week, Hell Gate reported that Assembly Speaker Heastie is personally blocking the legislation during the budget process. 

Vehicles with over 16 speeding tickets are twice as likely to be involved in a crash that kills or seriously injures a New Yorker.

NEW YORK — Today, reporting from Streetsblog identified one of the super speeders in Transportation Alternatives’ and Families for Safe Streets’ Top 10 Super Speeders report: James Giovansanti, a New York City police officer whose vehicle racked up 173 speed camera tickets in 2025 alone, in addition to red-light-camera tickets. 

The Stop Super Speeders bill — legislation that would require speed limiter devices in vehicles that receive 16+ speed camera tickets in a year — was included in both the governor and State Senate’s preliminary budgets, but still needs to be included in the final state budget. This week, Hell Gate reported that Assembly Speaker Heastie is personally preventing the bill from moving forward.

“As a parent who lost her son to a speeding driver, I am horrified to learn that one of New York City’s worst super speeders is also a public servant trusted with our safety, and I’m furious that Speaker Heastie is standing in the way of legislation that can stop it. Speeding through our school zones — especially over 170 times in a single year — puts all of us at risk. 

"At the end of the day, this officer is just one super speeder. Including the Stop Super Speeders bill in the final state budget will slow down not just this driver, but every vehicle that is putting New Yorkers at risk. It is an equitable, effective approach to combating a two-tiered justice system where some can habitually put people in danger with impunity, provided they have enough money or the right connections. Nothing will bring my son back, but I will fight until all the other children in New York City are safe.
