Nearly one in three super speeders (30.4%) caught speeding in New York City school zones have out-of-state plates.
Drivers from New Jersey and Pennsylvania committed the most violations in New York City, with tens of thousands of school zone speed camera violations from each state.
Drivers from New Hampshire, Montana, and Georgia had the highest average number of violations per super speeder, with violation counts as much as 50% higher than the average super speeder from New York State.

NEW YORK — New research from Transportation Alternatives and Families for Safe Streets has revealed the worst states of origin for super speeders — drivers who receive 16 or more tickets in a 365-day period for exceeding the speed limit in a school zone by more than 10 mph — and that a significant number of the most reckless drivers on the New York City streets are driving with out-of-state plates.
Nearly one in three of those drivers who were caught speeding 16 or more times in New York City school zones in 2025 had an out-of-state license plate — with some nearby states each registering tens of thousands of violations by super speeders, and with some of the most prolific super speeders having cars registered as far away as New Hampshire or Georgia.
These findings come as reports surface of Assembly Speaker Carl Heastie personally intervening to keep the Stop Super Speeders bill out of the final budget. The Stop Super Speeders bill would require drivers with over 16 tickets to install a speed limiter on their vehicle.
“My daughter Niyell was killed by a speeding driver when she was just 13 years old,” said Darnell Sealy-McCrorey, a member of Families for Safe Streets. “I miss her every day. I can’t believe Speaker Heastie is letting thousands of drivers from outside New York speed throughout our city. Carl Heastie is letting New Yorkers die so that drivers from New Jersey can speed through our school zones. This is a life or death situation — children just like my daughter are crossing the street daily — and we can’t sit back until we’ve taken every step to protect our kids. Put the Stop Super Speeders bill in the budget today.”
Speeding is the leading cause of fatal traffic crashes in New York City. In the past year, states across the U.S. have introduced similar legislation targeting super speeders, with bills recently becoming law around the country.
Transportation Alternatives and Families for Safe Streets are hosting a press conference Wednesday morning with Council Transportation Chair Shaun Abreu, New Yorkers who lost loved ones to a traffic crash, and coalition partners to call for the Stop Super Speeders bill to be included in the final state budget.

Pennsylvania: 805 super speeders caught speeding in New York City school zones 21,601 times in 2025.
Florida: 547 super speeders caught speeding in New York City school zones 14,142 times in 2025.
Virginia: 477 super speeders caught speeding in New York City school zones 13,741 times in 2025.
North Carolina: 206 super speeders caught speeding in New York City school zones 5,187 times in 2025.
